 remove 'Create new page' button from top of pagetree

Hi,
Is it possible via TSConfig (or some other way) to remove the 'Create new page' button from top of the pagetree for a user(group)?
I want this usergroup to only be able to add (manage) records inside a sysfolder. With setting the user rights, they cannot create new pages, but the button is still there, which might confuse these users.
