team work and configuration management

We are just a two member team working from two different towns in India trying to build a general purpose portal covering a
city's local directory of restaurants, local news, and other general sections.
Both of us have installed winstaller and started using Typo3 but are confused on how we can divide the work between each
other and later merge it.
So should we decide the top-level structure first and distribute the page development work between us? How do we INTEGRATE
work done by each of us?
I am not looking for a spoon-feeded answer,of course, but any hints also will help me struggle properly and succeed.
