Where can i adjust the max file size of media files to be uploaded in the content element:
Multimedia
Inserts a media element like a Flash animation, audio file or video clip.

| In the install tool of Typo3 under "All configuration" is an option [BE][maxFileSize]. There you can define what you want. |
